Oh, for God's sake. Before you flail over the fact that OMGHUGHESCAN'TBEANAZI, remember something very, very important. Until after the war was over, the majority of Germany didn't know what the Nazis were capable of. In fact, even the majority of the soldiers didn't know what their commanders were capable of. The very reason the Reich is so terrifying is that, aside from those calling the shots, most of those wearing the uniform were perfectly ordinary people.

Jesus. Why do you think the Stanford Experiment and the Milgram Experiment caused so much uproar? Because they proved anyone can be capable of terrible things if put in the right circumstances, even "good" people. Especially if someone comes along who can play on all their beliefs. Hughes was nationalistic. He didn't like the Romany. He was being heavily effected by the inflation. All things that the Party exploited or promised to fix. So of course he's going to look to the people who claim they can change things for the better, even if they might have some views that seem wrong. That's how voting works. That's how Hitler wound up getting to power in the first place.

For that matter, you seem to forget that he cut ties with the Thule Society and the Nazi Party at the end of the movie. People change. Beliefs change, especially when you get a shock to the system to make them change.
